The Mayor of the capital Emilbek Abdikadyrov has decided to carry out a management reform in the Bishkek City Hall.

A working group has been formed to optimize and improve the efficiency of the activities of subordinate and territorial divisions of the municipality. It included leading experts in the field of local government development: Bekiev B.Zh., Murzaev S.K., Asanakunov B.Zh., Baltagulov Zh.T., Boltobayeva V.M., Orozbayev B.I., as well as heads of departments of the central office of the Bishkek City Mayor's Office.

Under the chairmanship of the Head of the Bishkek City Mayor's Office, A.S. Sadyrbekov, three working meetings and four meetings on the sectoral direction were held.

During the meetings, the Chief of Staff identified priority areas in carrying out functional analysis. In particular, streamlining the structure and functions in order to create a more compact, highly efficient and trusted management system among the population, carrying out typifications of functions, identifying duplicate functions, auditing functions peculiar and unusual to the Bishkek City Mayor's Office and bringing them into line, outsourcing functions to external performers.

During the functional analysis, the working group was tasked with solving a number of issues related to the definition of competence and the delimitation of powers between representative and executive bodies of local self-government, between state and municipal bodies, establishing regulations for the activities of representative and executive authorities, determining the form, procedure and guarantees of direct participation of the population in solving issues of local importance.

The main purpose of the work of the working group is to develop a draft Concept for optimization and implementation of a new management model of the city of Bishkek.

As part of this reform, it is planned to create "city councils" by reorganizing akimats and municipal territorial administrations of the Bishkek City Hall. At the same time, the administrative-territorial division of the districts of the capital will remain unchanged.

At the first stage, it is planned to introduce this management model in a pilot mode in the Sverdlovsk region, where three city councils will function. The estimated coverage of the population will be about 90- 100 thousand. In addition, city councils will be given the authority and financial means to effectively address local issues.

With the introduction of a new management model, it is expected to increase the availability and quality of municipal, social and service services provided to residents of the capital, such as:

- independent and effective decision of the "city councils" on life support issues in the subordinate territory (direct responsibility of the "city councils" to the population);

- prompt and high-quality solution of issues coming from citizens (accountability to the population);

- PSC and a single window at the "city councils" (accessibility, convenience and quality of public service);

- direct conclusion of contracts with legal entities of various forms of ownership on issues of sanitary cleaning, sanitary pruning of trees, landscaping, etc. (outsourcing).

It should be noted that with the introduction of this model of urban governance, the Bishkek City Mayor's Office will solve strategic issues of the city's development.

The reform will be carried out in accordance with the Decree of the President of the Kyrgyz Republic "On further measures to improve the administrative-territorial structure and development of the regions of the Kyrgyz Republic" as part of the implementation of the National Development Program of the Kyrgyz Republic until 2026.
