A collegial meeting on several key issues, including the land amnesty, was held at the Bishkek Combined Heat and Power Plant under the chairmanship of Mayor Aybek Junushaliev.

The Bishkek City Hall has taken a series of measures to speed up the completion of the land amnesty and strengthen control over land use.

Deputy Mayor Azamat Kadyrov reported that, following joint work between the city hall and relevant agencies, decisions have been made to resolve problematic cases and reduce buffer zones:

Buffer zone regulations along railways will not apply to amnesty objects — more than 100 homes have been legalized;

The sanitary protection zone near cemeteries has been reduced from 50 m to 10 m — 573 homes legalized;

In the “Ümüt” residential area, 300 homes in the sewage zone have been legalized;

Legalization work is ongoing for 1,418 homes located beyond the “red line”;

Amendments made to paragraph 18 of the Land Amnesty Regulation (Cabinet of Ministers Decree №291 of 31.05.2022);

For objects on settlement lands, plot size is determined by actual boundaries;

For objects on agricultural lands, plot size is determined according to minimum norms of the rural area;

It is proposed to supplement Article 63 of the Land Code of the Kyrgyz Republic with a provision on termination of rights to agricultural land upon recognition of private ownership of amnesty objects.

The Department has been tasked to complete commission inspections of problematic objects in territories annexed to the city by November 1, 2025, and to regularly hold land amnesty commission meetings.

Municipal administrations must ensure interaction with residents to obtain urban planning conclusions and complete property registration: for old city boundaries — by November 1, 2025, for new boundaries — by December 31, 2025.

The Bishkek Main Department for Urban Planning and Architecture will strengthen issuance of urban planning conclusions and the preparation of land management projects.

In addition, the municipality will strengthen measures to implement the Presidential Decree of the Kyrgyz Republic to prevent illegal land seizures.
