Cooperation with Czech companies began with the official meeting of the Mayor of the capital Emilbek Abdykadyrov with the Honorary Consul of the Czech Republic in Kyrgyzstan Marat Dzhaanbayev and the Czech political delegation headed by the Deputy Speaker of the Czech Parliament, Mr. Jan Bartoshk, which took place on September 9, 2022 at the Bishkek City Hall.

The Czech delegation kept its promise and helped to contact several companies in the Czech Republic.

We studied the experience, reputation and interest in Bishkek and chose this consortium of companies, as they offered the most realistic, optimal and affordable solution in terms of investment volumes.

The Consortium has experience in implementing PPP projects. HDT Impex is implementing a PPP project in Kazakhstan, the Czech Republic, Slovakia, Montenegro, Macedonia and Albania. They are ready to attract investments for the implementation of the project and help with the legislative framework.

After the implementation of the garbage project, they are ready to invest and modernize in street lighting, smart city, solving the problem of traffic jams and telematics, as they have a wealth of experience.

At their invitation, I personally visited Prague, Czech Republic in October 2022 and checked their implemented projects, offices and activities.

Based on our preliminary agreement, the consortium gathered a working group of the best international experts on the topic of solid waste and waste recycling plant and analyzed the problem of Bishkek garbage and developed a pre-TEO, which was presented in November 2022 to the mayor of the capital and deputies Zhanybek Abirov, Dastan Bekeshev and Shiloobek Atazov, elected from single-mandate districts of Bishkek. They had the opportunity to be the first to see and hear the pre-TEO and ask questions to experts.

The author of the analysis is Yuri Sizov, a former vice–mayor of Moscow and a man who created and launched waste processing plants and complexes in Moscow, Nizhny Novgorod, Murmansk.

All these works, investors have done at their own expense, without spending funds from the state budget or the city treasury.
